Erasmus+ 2028–2034: what we know so far

By the Akadimos Erasmus+ teamUpdated 16 October 20269 min read
The short answer

The Commission proposed the next Erasmus+ in July 2025 with a budget of 40.8 billion €, merging the European Solidarity Corps into the programme and organising it in two pillars: learning opportunities for all, and capacity building. In September 2026 the Parliament’s culture and education committee voted for 47.39 billion €. Negotiations with the Council follow; the target is to adopt the programme by the end of 2027.

The Commission proposal

  • Presented on 16 July 2025 with the next EU long-term budget: proposal COM(2025) 549.
  • Budget of 40.8 billion € for 2028–2034, compared with about 27 billion € for Erasmus+ and the European Solidarity Corps together in 2021–2027.
  • The European Solidarity Corps would merge into Erasmus+.
  • Two pillars: “Learning opportunities for all” (mobility, volunteering, Erasmus Mundus, Jean Monnet) and “Capacity building” (today’s KA2 and KA3).
  • More lump sums and unit costs, to simplify funding.

Where it stands (October 2026)

DateStep
11 May 2026Council partial general approach (without the budget)

2027 (expected)Negotiations with the Council; adoption linked to the EU budget deal
Nothing is final. Budgets and structures can change in the negotiations.

What it could mean for you

  • Mobility stays central. Staff and learner mobility is part of the first pillar.
  • Partnerships change shape. KA2 and KA3 would be grouped as capacity building. Expect new names and new rules for partnerships.
  • Inclusion gets stronger. The Parliament wants at least 20% of participants from groups with fewer opportunities.
  • Accreditations end with the current programme. Today’s accreditations run until 31 December 2027. How they carry over is not yet decided.

What to do now

  1. Use the 2027 call fully. It is the last one under the current rules.
  2. Document your results well. A strong track record will matter whatever the new rules.
  3. Build partnerships now, including with organisations from the UK, which rejoins in 2027.

Questions coordinators ask us

Will KA1 courses still exist?

The proposal keeps learning mobility as a core part of the programme. The detailed activity types will be set in the new Programme Guide.
